Signing the Implementation Contract for German International Cooperation on Upgrading Infrastructure – 18th July 2018

Cairo, 18th July 2018, Building on the long-lasting successful Egyptian-German cooperation in Urban Development, the Ministry of Housing, Utilities and Urban Communities (MHUUC) has agreed on the implementation of the Participatory Infrastructure Project (PIP). During the next 4 years, a total budget of 29.5 million EUR will be applied to upgrade infrastructure in a number of informal settlements of Greater Cairo Region.

In the presence of His Excellency, the Prime Minister and Minister of Housing, Utilities and Urban Communities (MHUUC), Dr. Mostafa Madbouly, the signing parties, the Deputy Minister of MHUUC, Dr. Assem Elgazzar,and the Country Director of the Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ), Dr. Andreas Kuck, have signed the Implementation Contract for the new project. PIP will further apply the tried and tested approaches of the Participatory Development Programme (PDP), which is targeting the same 9 informal settlements.

Through the construction of about 30 small to medium-sized infrastructure-upgrading projects, it is possible to create practical hands-on learning experience on how to improve urban planning and management practices in informal settlements.

Based on Needs Assessments and Local Area Development Plans, physical interventions will be selected to improve the delivery of basic services, such as water supply, sewage and waste management, as well as better access to public transportation, education, health and recreation. Involving communities contributes to well-designed interventions, highly accepted and much utilised service infrastructure and improved management of scarce public spaces.

The European Union Ambassador, Mr. Ivan Surkos, accompanied by First Consellor, Mr. Jean-Marie Moreau, stated that the 25 million euros support provided by the European Union as part of the European Neighbourhood Policy (ENP) shall contribute to improve the living conditions of approximately 2 million residents of the targeted informal settlements and to enhance services provided by the public administration. Commissioned by the German Government, this project is another important contribution added to the close German-Egyptian cooperation, as the Deputy Head of German Development Cooperation, Mr. Sebastian Wilde, underlined. Moreover, PIP is also a good example of how the EU and Germany together with MHUUC successfully joined forces to set such an important project on track.
